What it can tell you
The environmental backdrop for a period. A stretch of hazard alerts can help explain why other signals moved, or simply give an honest picture of what the island was dealing with.
What it cannot tell you
It is not a crime or safety signal and is never combined with one. It is context, shown side by side, never a forecast or a verdict.
